Who was right?
The Iraqi insurgency is at the negotiating table. This mere fact, as the Time article states, is indicative of the insurgents' willingness to lay down their arms. (Via Daniel Drezner, who has a roundup on this.)
President Bush is going to look very good to history indeed if this is a trend...
